According to MOU between Seoul City and Hanoi City about the「Cooperation for Development Hong River (2005. 9)」, the 「Preliminary Plan for Hong River Development (2007. 11)」 is conducted from Jul. 2006 to Nov. 2007 (16 months). Based on the preliminary plan, the project is to support additional technical works including technical assistance and hydraulic modeling for approving the Hongang River Development project from the concerned authorities of central government and the prime minister.
